Safe Routes to School General Information


The Safe Routes to Schools (SRTS) Program is a federal-aid program of the U.S. Department of Transportation's Federal Highway Administration (FHWA).

The program was created by Section 1404 of the 2005 Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users Act.

Wyoming’s portion of the SRTS program is approximately $5 million over five federal fiscal years (2005-2009) and is to be administered by the Wyoming Department of Transportation (WYDOT).

The program provides funds to improve the ability of primary and middle school students to walk and bicycle to school safely.

Purposes of the program:
  • To enable and encourage children, including those with disabilities, to walk and bicycle to school
  • To make bicycling and walking to school a safer and more appealing transportation alternative, thereby encouraging a healthy and active lifestyle from an early age
  • To facilitate the planning, development, and implementation of projects and activities that reduce traffic and improve safety, fuel consumption and air quality in the vicinity of primary and middle schools (kindergarten through the eighth grade)

WYDOT has developed a SRTS program that provides two types of funding:
  • Non-Infrastructure Funds are to develop documented SRTS plans and programs at schools or school districts
  • Infrastructure Funds are intended to provide infrastructure improvements within a two-mile radius of targeted schools

All selected funding provides 100 percent federal funding with no local match required.

However, because funding resources are limited and interest will likely exceed availability, applicants are encouraged to leverage and maximize SRTS funding by utilizing other funding sources.

Non-Infrastructure Funds should first be used to develop a SRTS Plan. Then, awards may be used to develop educational and other efforts aimed at increasing the number of children biking and walking to school and to address bicycle and pedestrian safety.

Infrastructure Funds are available for school districts, state agencies, counties, incorporated Wyoming municipalities, tribal governments or non-profit organizations to enhance the environment around schools by constructing safety features or adding infrastructure that facilitates biking and walking to school. These not only serve to make walking and bicycling to school more appealing but also to enhance safety.

These programs and projects will also include ongoing review and evaluation to ensure the continual improvement of each local SRTS program.

Because the desired outcomes include increased use of walking and bicycling as student transportation modes and safety and health improvements, measurable outcomes should be determined by applicants in order to evaluate the success of their programs and projects. These outcomes and measures should reflect the primary objectives listed above.

Applicant Eligibility
Applicants and sponsors may include school districts, state agencies, counties, incorporated Wyoming municipalities, tribal governments or non-profit organizations.

Efforts must be coordinated with a school or school district and they should be co-applicants for the project.

All applicants for safety improvements must be authorized to undertake a federal aid project and to undertake the construction proposed.

Applications are available as an Excel document. Applicants should complete the form, save them, and submit eight complete paper copies via the United States Postal Service to the Wyoming SRTS coordinator.

Detailed Costs

Estimates for program proposals may be submitted using the cost estimate section included in the SRTS program application.

Estimates for proposed projects should be as detailed and accurate as possible. The application must provide the estimated project costs and schedule broken down by:

  • Preliminary engineering
  • Right of way and utilities
  • Construction
Progress Reports

Applicants are required to submit semi-annual progress reports to the WYDOT Planning Division, documenting the current status of project, including costs, schedule and evaluations or measures of success. They should be supplemented by additional information available at the time the report is filed as a one-page narrative.

Application Evaluation and Awards

The Infrastructure application deadline for is December 31 of each year. Non-Infrastructure applications will be accepted on a continual basis and will be announced periodically. Please refer to the application schedule in the SRTS guidelines for more information.

Applications will be reviewed and scored by an Advisory Committee.

Awards will be based upon the scoring and recommendations of the Advisory Committee. Award recommendations will then be sent to the WYDOT Transportation Commission for final award approval.
